clang -> meson + ninja CI container

Available recipes:
    help                     # show this help
    debian-clang-nightly ... # clang-nightly subcommand
    debian-meson-ninja ...   # meson-ninja subcommand

    clean                    # clean oci/ci container and images
    rm                       # remove all containers
    rmi                      # remove all images
